Question: When calculating the moment of inertia for a stiffening ring at the cone-to-cylinder junction under external pressure in accordance with the rules of 1-8(b) and (c) of Appendix 1 of Section VIII, Division 1, is it the intent that U-2(g) shall be used when FL at the large end or FS at the small end is a negative value?
