The B31 Standards Committee is responsible for codes and standards covering design, materials, fabrication, assembly, erection, examination, inspection, testing, operation, and maintenance of pressure piping systems.

BPTCS Task Group on Risk-based Design and Inspection Charter:
The ASME Board on Pressure Technology Codes and Standards Task Group on Risk-based Design and Inspection has been formed to develop a general procedure for implementing risk analysis methods for ASME Boiler and Pressure Vessel Code Sections I and VIII. It is also tasked with providing specific recommendations for the use of risk in the design, inspection, and examination activities specified in the ASME Boiler and Pressure Vessel Code Section I, “Power Boilers” and Section VIII “Pressure Vessels” construction codes.

BPV Committee on Fiber- Reinforced Plastic Pressure Vessels (X) Charter:
To establish, for publication in Section X of the Boiler and Pressure Vessel Code, rules relating to pressure integrity governing the construction of fiber-reinforced thermosetting plastic pressure vessels. Construction, as used in this Charter, is limited to materials, design, fabrication, examination, inspection, testing, certification, and pressure relief.

BPV Committee on Heating Boilers (IV) Charter:
To: (1) establish, for publication in Section IV of the Boiler and Pressure Vessel Code, rules relating to pressure integrity governing the instrumentation, control, construction, and installation of steam heating boilers, hot water heating boilers, hot water supply boilers, potable water heaters, and water storage tanks. Construction, as used in this Charter, is limited to materials, design, fabrication, examination, inspection, testing, certification, and pressure relief. (2) establish, for publication in Section VI of the Boiler and Pressure Vessel Code, recommended rules for the care and operation of heating boilers.

BPV Committee on Materials (II) Charter:
To approve for publication in Section II of the Boiler and Pressure Vessel Code material specifications for base metallic materials, and in conformance with the requirements of the individual Construction Codes, to establish and approve material design values and limits and cautions on the use of materials, for publication in Section II and in other sections of the Boiler and Pressure Vessel Code, and for publication in the B16 and B31 Codes.

BPV Committee on Nondestructive Examination (BPV V) Charter:
To establish, for publication in Section V of the Boiler and Pressure Vessel Code, requirements and methods for nondestructive examinations. These requirements and methods are intended for use in the Sections of the Boiler and Pressure Vessel Code covering construction of components and items and their integrity in service, to the extent that they are referenced in those sections. This committee shall also advise on any exceptions or additions to the rules of Section V that are proposed for construction and in-service integrity in the Boiler and Pressure Vessel Code.

BPV Committee on Overpressure Protection (XIII) Charter:
To establish, for publication in Section XIII of the Boiler and Pressure Vessel Code, (1) Rules relating to pressure integrity and performance governing the construction and installation of pressure relief devices. Construction, as used in this Charter, is limited to materials, design, fabrication, examination, inspection, testing and certification. Installation, as used in this Charter, is limited to the variables that affect the performance and safety function of pressure relief devices. (2) Rules for device type certification of relieving capacity and flow resistance ratings including the rules for conducting the tests and analyses to determine the performance of pressure relief devices. (3) Rules for overpressure protection by system design. These rules are intended for use in the Sections of the Boiler and Pressure Vessel Code and other Standards, for the purpose of providing overpressure protection, to the extent that they are specified in those Sections or Standards. These rules are also to be suitable for reference by other national and international organizations involved with the application of overpressure protection. This committee shall also advise on overpressure protection rules that are proposed for construction and in-service integrity in the Boiler and Pressure Vessel and the B31 Codes.

BPV Committee on Power Boilers (I) Charter:
To: (1) establish, for publication in Section I of the Boiler and Pressure Vessel Code, rules relating to pressure integrity governing the construction of power boilers and high pressure, high temperature water boilers. Construction, as used in this Charter, is limited to materials, design, fabrication, examination, inspection, testing, certification, and pressure relief. (2) provide for publication of recommended guidelines for the care of power boilers in Section VII.

To establish, for publication in Section VIII of the Boiler and Pressure Vessel Code, rules relating to pressure integrity governing the construction of pressure vessels. Construction, as used in this Charter, is limited to materials, design, fabrication, examination, inspection, testing, certification, and pressure relief.

BPV Committee on Transport Tanks (XII) Charter:
To establish, for publication in Section XII of the Boiler and Pressure Vessel Code, rules relating to pressure integrity governing the construction and continued service of transport tanks used for the carriage of dangerous goods by all means of transport (road, rail, air, and sea). The committee will also develop criteria for accreditation of manufacturers of these tanks. The codes and standards developed by this committee are to be suitable for reference by regulatory authorities and safety organizations worldwide. Construction, as used in this Charter, is limited to materials, design, fabrication, examination, inspection, testing, certification, and pressure relief.

BPV Committee on Welding, Brazing and Fusing (IX) Charter:
To establish specifications for welding and brazing consumables for publication in Section II, Part C of the Boiler and Pressure Vessel Code. To establish requirements for qualification of welders, welding operators, brazers, brazing operators, plastic fusing machine operators and the procedures they employ in welding, brazing and plastic fusing for publication in Section IX of the Boiler and Pressure Vessel Code. These requirements are intended for use in the sections of the Boiler and Pressure Vessel Code covering construction and in-service integrity of components and items, and for use in the B31 Code for Pressure Piping to the extent that they are referenced in those documents. This committee shall also advise on welding, brazing and plastic fusing rules that are proposed for construction and in-service integrity in the Boiler and Pressure Vessel and the B31 Code.

Committee on Turbine Water Damage Prevention (TWDP) Charter:
To develop and maintain standards and recommendedpractices for the prevention of water damage to steam turbines used in electrical power generation. The practices cover design, operation, inspection, testing, and maintenance of those aspects of power plant systems bins and associated systems and equipment.

Nonmetallic Pressure Piping Systems Standards Committee (NPPS) Charter:
Development and maintenance of codes and standards for the design, manufacture, fabrication, installation, examination, testing, and inspection of thermoplastic and glass-fiber-reinforced thermosetting resin piping systems suitable for pressure applications. Also, development and maintenance of nonmetallic material specifications for nonmetallic materials other than wood, glass, and concrete for pressure applications; and, consistent with the requirements of piping construction codes, development and maintenance of material design values and limits on the use of nonmetallic materials.

Pressure Technology Post Construction Committee Charter:
The Post Construction Committee develops and maintains standards addressing common issues and technologies related to post construction activities and works with other consensus committees in the development of separate, product specific, codes and standards addressing issues encountered after initial construction for equipment and piping covered by Pressure Technology Codes and Standards. (1) Construction as used herein is an all-inclusive term, comprising materials, design, fabrication, examination, inspection, testing, certification, and pressure relief.
